You can own fabs and megawatt-scale colocation and still be behind. The Forrester argument treats data centers and semiconductors as the tectonic plates that split capability. That’s a useful image — but tectonic plates move over geological timescales. Software stacks, model weights, developer ecosystems, and, most of all, data availability move much faster. A sovereign nation with server farms but weak data governance and no thriving developer base will have infrastructure sitting idle while others ship models and applications that users actually want.

Silicon access is vital because training state-of-the-art models without competent accelerators is arduous. Sovereignty matters because political barriers can fragment markets and hamper collaboration. But neither automatically translates to usable AI at scale. What converts raw compute into value is the pipeline: labeled data, tooling, continuous deployment practices, and an ecosystem of startups and universities that can apply models to real problems. Those are “soft,” but they’re the difference between a showcase lab and a working product.

I’ve sat inside big organizations that had all the infrastructure budget in the world and still couldn’t get AI products live. The missing pieces weren’t racks or GPUs; they were MLOps basics — data pipelines, monitoring, incident response, and boring change management. Hardware without operational rigor yields nice slide decks and expensive ornaments.

Here’s what nobody tells you: data is a vector, not a destination. It’s not just possession; it’s curation, access rights, and ongoing collection. A country can mandate data residency and build sovereign clouds, but if regulations lock that data down so tightly that researchers and developers can’t touch it, you end up with national silos filled with stale, unusable datasets. Conversely, jurisdictions that balance privacy, access, and research exceptions can fuel rapid model improvement even without owning the fabs.

Energy and operations are another blind spot. Running GPUs and TPUs is an energy problem as much as a supply-chain one. Nations with unreliable grids or punitive energy prices will struggle to turn capacity into consistent throughput. That constraint feeds back into hardware decisions — smaller, optimized models; edge deployments; or offloading to foreign cloud regions — and changes who actually benefits from any supposed “divide.”

Developer platforms and software ecosystems act as multipliers. Open-source frameworks, pre-trained models, and tooling make compute fungible. Hyperscalers don’t just sell servers; they sell ecosystems that let businesses go from idea to production quickly. The Forrester piece is right to flag sovereignty concerns but underestimates how platform lock-in and developer network effects can entrench advantage far more quietly than any headline-grabbing chip embargo.

If you want a historical parallel, look at telecom. Countries obsessed over owning physical networks, but the real power ended up in protocols, standards bodies, and software layers running on top. Nations that bet only on controlling cables and switches watched value migrate to handset ecosystems and app stores. AI is setting up to rhyme with that story: the stack above the chip will determine who captures most of the value.

Counterpoint and reply: critics will say that without chips and data centers, none of this matters — you can’t run models at scale without those assets. That’s true up to a point. You need a floor of capability. But once you clear that floor, marginal gains come from data pipelines, latency engineering, talent, and regulatory design. Think of hardware as building the runway; it doesn’t make the airline viable if you don’t sell tickets, manage schedules, and keep the planes maintained.

Policy is the real force multiplier hiding in the background of this “AI divide” framing. Nations can blunt a hardware-derived gap by opening cross-border research collaborations, funding MLOps and data engineering education, and subsidizing energy for compute-heavy research. They can design data protection rules that protect citizens while still allowing controlled access for model training and evaluation. Or they can double down on protectionism and hoard fabs — which will generate prestige and political talking points, but may punish domestic innovation by isolating it from global talent and datasets.

spare me if you think chips alone settle this. The real competition will be run-times, data flows, and human capital moving faster than governments can nationalize silicon. The countries and companies that pair reasonable sovereignty measures with interoperable standards and serious investment in operational capability will win more than those that simply plant a flag on manufacturing capacity.

That’s the real question Forrester’s headline raises without quite asking: are we racing to own the metal, or to make AI that actually works in the mess of real-world constraints? My bet is that, a few years from now, the sharpest divides won’t be between chip-rich and chip-poor states, but between those that treat AI as an infrastructure trophy and those that treat it as an operations problem to be solved day after day.
