Policy that treats training as an outcome instead of a means misses the point. Public money should prime demand, not just supply. Yes, when agriculture mechanized, manufacturing soaked up labor. When manufacturing automated, services surged. The optimistic read is that AI will do the same: destroy some jobs, create new ones we can’t yet name.
The problem is the scope and timing. AI isn’t just hitting a single industry; it’s touching cognitive tasks across sectors at once. The risk isn’t only displacement — it’s a fast, broad re-pricing of what different roles are worth. That can hollow out middle-income pathways in accounting, law, marketing, media, and back-office administration all at the same time, which then drags local demand for services, housing, and small business revenue.
History also hides the pain. People like to cite long-run job numbers and skip the decade of dislocation in between. Reich is right to reject that kind of lazy optimism. Where he doesn’t go far enough is separating two questions: Will enough jobs exist in the abstract, and will they exist in the right places at the right wages for the people displaced?
