If agentic AI can automate routing, fill out forms, pre-check eligibility, or reduce human bottlenecks, people will feel the difference. Convenience does raise satisfaction.
But satisfaction is not trust.
Trust Isn’t an Algorithm
The article treats “agentic AI” as if trust is a feature you can toggle on with deployment. It skips the harder question: what do citizens actually mean when they say they “trust” government?
Trust is built on three things: whether institutions tell the truth, whether they know what they’re doing, and whether someone is answerable when things break. The column nods to better service, then jumps straight to “trust” as if faster processing times automatically translate into deeper legitimacy. Frankly, that’s the missing chapter.
Automation can cut routine errors and speed up decisions. It can also blur who made the call and on what basis. When a license is revoked or a benefit denied, people don’t ask whether the agent was efficient; they want to know which rule applied, who interpreted it, and who can reverse it. That’s not glamorous policy work, but it’s what binds these agents back to democratic oversight instead of vendor roadmaps.
Then comes the workforce question the column glances past. Agentic AI doesn’t magically remove the need for human judgment; it shifts where judgment sits. You need people who can read logs, challenge model outputs, interface with citizens, and translate appeals into changes in system behavior. That’s auditors, compliance staff, explainability specialists, and designers — not just engineers cranking out code.
Those roles won’t materialize by themselves. They depend on budget decisions, union negotiations, civil service exams, and training programs. Treating agentic AI as a purely technical deployment misses that these are political choices.
Bias, Standardization, and the Illusion of Neutrality
Proponents like to argue that AI reduces human bias and error, and so it will “naturally” increase trust by standardizing decisions. There’s a grain of truth: machines don’t show up tired, distracted, or hungry.
But standardization is double-edged. When the underlying data, rules, or optimization targets are skewed, the system just becomes very efficient at being unfair. Consistency doesn’t equal justice; it just means you can replicate the same mistake at scale.
That’s where the missing governance mechanics matter: counterfactual testing to see who’s systematically disadvantaged, public impact assessments before deployment, and continuous monitoring rather than a one-time ethics review. You don’t get “trust” out of the box; you get a system that might earn trust if it’s designed to be challenged and corrected.
Here’s what the column barely touches: once an AI system is embedded into core public functions, it becomes extremely hard to unwind. Ask any bank that tried to replace a deeply wired credit-scoring engine and ran into legal, operational, and reputational blowback. Public agencies will face the same lock-in, only with constitutional stakes.

History’s Warning Label
We’ve seen this movie before with earlier waves of public-sector tech. Large-scale welfare and fraud-detection systems promised fairness and savings; some delivered, and some produced wrongful denials and years-long legal fights. The pattern was the same: technical optimism first, legal and procedural safeguards second, remediation much later.
The WEF column opens the right conversation but follows that same script of optimism-heavy, governance-light. Let’s be real: if these agents become the new front door to the state, they’ll also become the new frontline for political anger when things go wrong.
Agentic AI will almost certainly reshape public services — but the jurisdictions that actually earn trust won’t be the ones with the flashiest agents; they’ll be the ones that design for audit trails, appeal rights, and visible lines of accountability from day one.
